There are plenty of software packages which create web pages and you do not have to know a thing about HTML. However it is is best that you do know HTML and eventually when you know what you are doing you may want to make things easy by using a "web authoring" package. Do remember that web authoring software does not create wonderful web pages with exciting images. You still need vision and imagination for that. Software can only do what you ask it to do. And images for your web pages are not created by these software pakages. You will need to learn a bit about scanning, creating and altering images with graphics editors

HomeSite for the PC
BBEdit Lite for the Mac
Go Live for the Mac and PC

Browsers:

Internet Explorer
Netscape Navigator on your machine at the same time if you can, to check whether your pages are compatible with both...

FTP:

For Macintosh we recommend you use the FTP software Fetch 3.0
For Windows we recommend you use the FTP software WS_FTP 32-bit

Graphics:

For the Mac you should always have Graphics Converter
The professionals use Adobe Photoshop available for Mac and PC.

Latest versions:

A good place to start for PC shareware is Shareware.com and a superb source for Mac shareware/freeware is Infomac. MIT's Computer Science Lab has an Infomac archive with a search facility.
